FortKnox e-mailed me about this, and now I will explain my reasoning. While gunboats have no messaging tabs, you can send messages through orders and actions. In the last few turns, I was trying to send messages for Turkey and Italy to first eliminate Austria. I wasn't sure if my orders were being observed by either. I think I got my response in Turkey's hitting Sevastopol as a "no". Only he can answer that. And that is why the game, http://www.webdiplomacy.net/board.php?

gameID=1862, Vampiero had 17, and the other two of us had the other 17 about equally split. Vampiero forced that he had clearly won the game by getting 17, and one of the two of us had to give up an SC, otherwise he'd keep entering orders indefinitely. I looked it up and the conversation is still there about the mods declining to intervene.
I am also in a anonymous game now where I do not get why they all want to draw. I am the smallest of them! Moves are still being made (13 moves, 9 support moves, and 6 holds). I get the feeling that many people are going into games, eliminating a few countries and then drawing it to get the points rather than trying to win.
It was not my intent to wait for a CD/NMR. I was just trying to give the best chance for my messaging to be seen by the others. People who have played against me can probably verify that I don't try to take advantage. They may not like some of the decisions I make, but I think they would say I play fairly.
