Yes, all of these rules would apply, and are in the Diplomacy rulebook.
The convoy paradoxes (eg, what happens if you attack a unit supporting an attack on a convoy with the convoyed army) I think might be different depending on which version of the Diplomacy rules you use - but as far as I am aware, everyone adjudicates that the way the DATC recommends (ie, a convoyed attack can't cut support against any of the fleets in the convoy).
Sometimes tournaments will have rulings for which provinces are meant by which abbreviation - eg, Nor for "Norway" (and not North Sea or Norwegian Sea, or any of the other provinces starting with "nor"). The FTF tournaments I've been to in Australia are generally pretty relaxed about naming, as long as it's clear what you mean.
Having a published list of common ambiguous provinces and what they mean at this tournament is nice though - although "liv" for Liverpool or Livonia isn't going to cause confusion, even with crazy convoys, so I would be unimpressed if someone asked the tournament director to rule it invalid.
Not everyone is so relaxed though - Valis has a tale about having his order of Con->Bul(nc) ruled as invalid (because the board reads "east coast" not "north coast"). Again, I think that's kind of disappointing - it's clear which coast is the north coast, and "north coast" is what some online interfaces (including webdip) use.
The moral here is to make sure you're writing your orders clearly and unambiguously, then you don't need to have these arguments :)
