I didn't pull the draw/cancel because France and England rejoined. My policy on this stuff is that if there's an NMR that badly affects the game, I'll put up draw/cancel, leave it there for a few years, and then if the game has decided to play on, then I'll pull it, because that means some players were unwilling to draw/cancel when they thought they could profit but become willing to when it becomes clear they won't really profit, and to me, that's unreasonable.
I draw/cancel because it's not a proper game, not for benefit; I cancelled a game tonight in an excellent early position, and I've put up draw/cancel in bad positions, too. Once Germany made it clear that he was unwilling to draw/cancel because he thought he could jump on England and Russia (and I gave him about 6 game years to make that decision), I wasn't going to accept a draw that included Germany unless it was earned over the board.
