The army at Budapest support move to Rumania from Galicia. - Ok.
The army at Serbia support move to Rumania from Galicia. - Ok.

Autumn 1903:
Austria:
The army at Serbia move to Bulgaria. - Bounce!
The army at Budapest move to Vienna. - Ok.
The fleet at Aegean Sea move to Constantinople. - Ok.
The army at Rumania support move to Bulgaria from Serbia. - Failed (Attacked, Defeated).

Winter 1903. Rumania retreats to Budapest. - Ok.
Austria Now Owns SC's: Vie, Bud, Ser, Gre, Con.
Austria occupies: Vie, Bud, Ser, Con.

I had to retreat from Rumania and so did not own it at the turn of the year and so did not gain that SC, but I did gain Con. I own 5 SCs at the turn of the year and have only 4 units. Why didn't I get a build phase after the Retreat Phase?

Its a 36 hour game and I go online twice a day so I know I didn't miss a turn.

Is my understanding correct? Should I have received a build?

If so, can the Admins please wind the clock back, preferably before this turn (Spring 04) ends and everybody's moves are seen.
