The basic idea is that players can send formal offers, negotiate, and ultimately sign binding contracts with each other. There are specific rules but that's the basic concept. You don't have to sign contracts bit they're their if you want them

how are they enforced?
Are they broadcast so everyone can keep tabs on who is breaking them?
And if they are binding, how is someone dealt with if they break a BINDING contract?

Well it is mostly a gentlemans game and can certainly be ruined by people who intentionally violate contracts and have no intention of resolving them. Heres how we do it

offers are sent in { } and signed by replying in [ ]. They remain private. when a dispute arises the two parties try to come to a settlement between themselves first. If they can't they go to "global court" and ask for a pause. Everyone must pause. Then the parties post the bracketed text and state their case. The other parties vote on whether a violation has taken place or not. Then a settlement is arranged. Sometimes it requires the use of a year or two to fix SCs and reset positions. Contracts get extended etc. You get the point

Yep- and i would certainly like to see a game with unbreakable alliances if they were agreed upon.

The alliances aren't necessarily set in stone short term nonaggression pacts and minor contracts or DMZs are negotiated. You don't want to tie yourself up too too much. That has happened to a lot of newcomers to the game.

Anyway I will give these guys a little time to reply to my message and try to get in the game. Then I'll send you guys a PM with the password. Once we get 7 in and the game starts I'll post the formal rules.
