It does have multiplayer, although it doesn't have any inbuilt chat function - the only negotiation method is sending 'Draft Orders' which a player can approve or reject, or selecting a pact from a list (Non-Aggression, Work together against <country>, etc).
I have a couple of concerns about streaming a game on this site with actual people - namely, it would have to be Live, it would have to be gunboat (because messaging people while attempting to commentate would be difficult, especially with live game time constraints), and if there are some turns that aren't particularly interesting there's no way to skip through them quickly, there would still be a 5-10 minute wait with very little to comment on. Versus the AIs, you can just enter moves and hit process and it'll go through immediately.
The AI definitely sucks, but in fairly interesting ways. Messing around with the game has produced its fair share of interesting moments. Also, because of the way the different AIs behave there are some countries it is incredibly difficult to play as (Russia being the one that first comes to mind) just because you're getting attacked so much.
