Here is a better rules statement that includes more than just the format. if you have any questions please let me know

World Cup Format
You have 4 player teams:

2 Standard Diplomacy Players
1 Public Press
1 Gunboat.

Teams each represent one country, however you may have many teams from the same country.
If there are fewer than four players from a particular country, you can create groups of countries that play as if they were a single country.

You have either 14 or 21 teams. There may be swing teams necessary to make it up to one of those numbers.

You have 2/3 Groups of Seven. The teams in a group play games against each other:

2 Standard (1 per standard player)
1 Public Press
2 Gunboats (both played by the same player)

The games are anonymous, to avoid metagaming from same country teams or from swing teams.

The points are scored as follows.

420 for a win
420/n for a draw
0 for defeat.

Plus the SC count (any win has an SC count of 18)

With half-points for the Gunboat games

Then:

If 2 Groups, top 3 non swing teams plus better point scoring 4th non swing team from the 2 groups.

If 3 Groups, top 2 non swing teams in each group plus best point scoring 3rd place team from the 3 groups.

Go through to the final.

In the final, the same thing takes place again, so it is like one of the groups. The winner of that wins. In the event of a tie, the team that scored more in the group stage wins.

Pauses: if a pause is needed then all players must vote pause. Pauses can only last up to seven days. if a player will be gone more than two weeks he will have to get a substitute to take his place. It is requested that all teams have a substitute from the geographic area in mind. if they cannot find a substitute from the geographic area then another substitute will be allowed, however that substitute should not be a stronger player than the player being substituted (by the most recent Ghost-Ratings)

Civil Disorder: If a player civil disorders they will be forced to leave the tournament. Teams may substitute a player if this happens.The substitute will take that players spot for the remainder of the tournament.

Cross-gaming: Players may not enter into alliances spanning over more than one game under any circumstances.

Sorry, i don 't get the meaning of swing teams.
@ DJEcc24 - I assume that when you're talking about cross-gaming you mean immediate alliances in two different games. If the same two players were Germany and England in one game, and Turkey and Russia in another, wouldn't it be logical that they might ordinarily ally? Also, I thought the games were to be anonymous to prevent this sort of thing?

The captian is just an official spot nothing spacial just the person in charge of organizing the team. Fir example I am captian of a team with MadMarx BeSM and Le_Roi and my GR and stats are far infirior to there's but I organized the team so I put myself in as captian. Pretty much whoever has the most time to dedicate to organizing the team and stuff...
Anyway so far we have 4 teams people and i'm sure i've seen more thread s about this than that!!!

We have a team Souther Europe. Is that in anticipation of team South Europe, placed a little more North than South Europe?


Denis is spot on RE captain, whoever has most time to organize the team, which is exactly why I am a team captain, given that I haven't any time at all after managing the Masters, Leagues, World Series, helping with the World Cup, Mod duty.

the high school team is being discussed between me and denis and the ghostmaker as the the elligibility. most likely it will be allowed but it is not encouraged because the point of the tournament was a greater geographic area. this team however does have a point when they say they can be a team if london is though. but i might suggest they just go with the town name.

Again, if you want to call us Team San Diego or La Jolla or Milky Way we don't mind that much. We just figured the most descriptive name was best.
OK. I'm gonna copy-paste the argument that I presented to denis as to why Team LJSHS should be allowed.
We will rename the team from La Jolla Senior High School to La Jolla, San Diego Beach Communities, what have you. I know you think that the area is not geographically significant enough to merit it's own team, however, significance is relative. For example, the Cuban population in the United States, a relatively small number of people, has a disproportionately large influence on the policy of presidential campaigns. More so than other larger demographics. That is because the vast majority of the Cuban population is located in Florida, a key swing state in presidential elections. Because Florida uses a winner-take-all system, this bloc of voters can change the way the state as a whole votes. (i.e. If Gore hade gotten the Cuban vote, George Bush would be a footnote instead of one of the most hated people on the planet) Though the number of voters is small, the disposition and political climate of their environment makes them a significant force in the election process. Consider La Jolla in a similar fashion. Though La Jolla has a small population, is not even it's own city, and comprises a tiny geographic area when compared to say, US Southeast, it's influence on the Diplomacy community and specifically this tournament IS significant enough to merit it's own team.

With all due respect, there ultimately it isn't an argument to be made. DJE is running the tournament, and what is and isn't allowed to enter is his prerogative entirely.

When is a game cancelled for cheating and when not?
I was in an anonymous game which was cancelled earlier this week after I reported fishy behaviour of two of the players. If those players had been banned and game continued I would probably have won the game (primarily because I would have been the only 'survivor' left.

I would like to thing it was natural and not just cheating but the Autumn 1902 move of Russia in galicia supporting Italy' s Tyrolia to Vienna was the first real recognition of this cheating communication.

Units missing from map in pre-game
Hi, I'm new here and am a little confused.
In game #18940 it's in pre-game, and orders have been placed, but no units appear on the map.
In game#19581 it's in the same phase, but units do appear.
Any idea why units are missing from the first game? Thanks!

Question/Suggestion
I think there should be a SEARCH function button where one can search for a particular user.... eg: I am trying to find the Captains of the Australian World Cup teams and its impossible.
Unless they EVER post on this forum again, i won't spend days and days trawling thru the forum posts of yesteryear in order to find them...

Or is there another way to do this?

Isn’t It Funny . . . .
Isn’t it funny how some players\allies, after missing a turn or making wrong moves, and in doing so put both themselves as well as their counterpart at risk of takeover believe that the other player is still obligated to blindly support and\or work with them due to an agreed upon alliance? And if you don’t you are ‘stabbing’ them. Couldn’t those above actions be loosely be considered ‘a stab’ in and of themselves?

I think I've posted something similar about this in the past....
But, one thing I really dislike about diplomacy is the guilt that I carry throughout the game that will only get heavier and heavier as the game finishes.

Please observe France and Russia's behavior in this game. Another note - Russia never sent any messages to anybody else in this game. And France was pretty tight lipped too...perhaps too busy entering in their several orders to notice they had messages?
