I'm sure Draug is right that it is easIER to outright solo in PPSC, for the reasons he's already stated. Still, something has to give in that tradeoff, and that something is that it's more difficult to draw. Really, this WTA attitude applied to PPSC grates on me - they are two different games, with different goals (or should I say, one of them has more room for secondary goals if a player feels he is unlikely to win).
To me this opens up more avenues for diplomacy once you're out front than WTA, which is, why I suspect, WTA players don't like it: they feel that a leading power should have LESS options, not more. I understand and respect that, but as I've mentioned before, the attitude doesn't apply in PPSC.
Still, I agree with the sentiment that a win in PPSC is "less difficult/valuable/remarkable," than a WTA win, but since the point system reflects that (and GR too: since draws are fewer the zero-sum is preserve, right?) so there is really no problem.
