What you can do in this type of game is to start making statements in the public channel. I have some ideas I'll share privately if you want, but international law in the period during which Classic diplomacy is set required all sorts of things, like formal and motivated declarations of war (The Hague 1907) and after WWI the disclosure of secret alliances.

You can announce alliances and declarations of war on the public board and see if the player who makes them respects them.

I am interested. I think I played something similar long ago. A little clarification of truth would be required at the beginning in global. "I would be interested working with you" for instance would not commit, just a formal agreement to an alliance. And very likely, alliance in such a game would all have a time stamp ("I will not attack you the next 2 years", for instance. ). But of course, not lying is more than just obeying coalitions.
