Add in that she has no way to shut off the sun, so no way to enforce payment, but that she could be sued for skin cancer, flooding, excessive heat, etc; this all seems like a really bad idea.

Basically she's saying she's creating a new tax with 90% going to the government and 10% to herself. How does a new tax improve the economy? Wouldn't it be better to just have the government add this tax themselves and cut her 10% out?
