I doubt it's harder to win, but knowing there are no draws means stabs are more likely to take place if just to end the game. While it is true that the current site requires all players to vote for the draw, the judges and I believe the boardgame say if no SCs change hands for a set number of years, the draw is automatic, so eliminating that rule would make the endgame play differently with poeple taking risks to try and break the 3 or 4 way stalemate without losing.
