Burden of Proof in International Politics

There's a convoy trying to go from Russia to Ukraine. Russia (read: Vladimir Putin) insists it is humanitarian aid. No one can prove otherwise. Does that mean Putin has to be taken at his word?

Btw, where are the air traffic control tapes from the MH-17 tragedy? I recall an outcry that they should be quickly released in the case of MH-370.

If the convoy had humanitarian aid, they would go to lengths to get it accepted as such. So far, all we have is them saying it is. There are a good number of ways to prove that something is humanitarian aid, including allowing observers enter the convoy, or at least watch it as it is loaded, as it travels, and as it unloads.

If the Ukraine feels like destroying the convoy, it is well within their rights to. It is an unapproved border crossing with suspicious motives.

Actually the convoy is going to be inspected by Ukrainian government officials and if they find it contains aid and not weapons, it will be allowed through.

Hey the Palestinians used to get all kinds of humanitarian aid: guns, explosives, missiles, ....

Definitions vary on what is aid and whether it gets inspected.

I think the burden of proof lies on Russia in this case. And the best way to prove is to respect Ukrainian soveriengnty and let them check the convoy. But nothing in IR is that easy or black and white so only time will tell.

Soaking Mormons

I have heard that in the Mormon faith, pre-marital sex is only sinful if it involves vigorous movement. I have also heard that Mormon teens therefore practice "soaking", which involves penetrating the female partner, but then remaining still. They believe this is not sinful. Is this for real?
