@Stressed: If any of the powers on the line against me had gone into CD, of course I would have set draw. That's only fair, and it was clearly a line.
The general rule used many other places is that unless a power can demonstrate a compelling reason (I can give you an example of a compelling reason if you're interested) to a moderator, a game is forcibly drawn after three years of nothing changing hands. In this case, I know how to read a map, and intended to set draw at the moment it was clear to me the 5-way draw was the best result I could obtain, but not before. Which would have been when Italy was eliminated if not for England taking Belgium, and instead was the moment England made it clear he wasn't willing to try and take more centers.
@GiveItATry: I pulled back because I felt a 5-way draw was a disappointing result, and that especially given that I was on 16 instead of 17, you might be willing to swallow France if I backed off and made it possible for you to do so without risking a solo. Or, for France to decide to punish you for Belgium, perhaps cutting you out of the draw. It didn't work, but that was the intention.
