Most European countries provide free university education to any European students provided they speak the local language. That way, the rules are the same for everyone, including the natives, and the schools are still not overwhelmed by foreign students.

yeah but masters programs are conducted in english, and germany offers it not just to europeans.

they just cap the number of foreign students getting in on this. so... it is a bit of a scam, this capping drives up the grades so that it's almost like a scholarship.
