Sorry forgot to say the Border for Berlin does not extend but is the coastline for Berlin.

The map is correct. There is a waterway between the Helgoland bite and the Baltic. Fleets that occupy Kiel can pass freely between each coast. Therefore a fleet can move from holland to kiel and then to the baltic.

I find this one a little unclear myself. Can a fleet move directly between Hel and Baltic in one move?

I am fairly sure this is not the case. The canal (one actually exists thanks to Bismark) is considered part of Kiel. This allows the fleet occupying Kiel to not be concerned about which coast it is on - unlike Spain, Bulgaria, St Pete. A fleet coming in from the Baltic can immediately support an action in Holland or even take Holland from Kiel without moving from a Baltic coast to a Helgoland Bite coast.

The way I explain it to new players is that I stat with Constantinople which has a natural inland waterway allowing it to shift its fleet to go to Bulgaria NC-Black-Ankara or Bulgaria SC-Aegean-Smyna, The Germans then built a canal at Kiel to accomplish the same thing, so that a Fleet in Kiel can go to Holland-Helgoland-Berlin-Baltic (a hard connection to see on a map) and finally Denmark. Denmark is then the last of the special cases on the map which has a series of islands that are so close to Sweden that an army in Denmark can go across. Likewise the islands allow for a Fleet in Denmark to go to Helgoland-North Sea-Skag-Sweden-Baltic and kiel.
