Some Complicated Questions....
The original rules manual for Diplomacy, while detailed, is lacking in certain scenarios that I was wondering if any of you might be able to shed some light on.

We already know that if two countries try to enter an unoccupied space with equal force, they all bounce and the space remains empty. But here's my question: What if the space -is- already occupied, by a third nation, one who doesn't have sufficient support? Under normal circumstances, the occupying unit would be forced to retreat, but does it have to in this case, even if the two attacking opponents bounce off each other?

For example, let's say that Germany is attacking Vienna from Bohemia with support from Tyrolia. Russia is attacking Vienna from Galicia with support from Budapest. Austria has an unsupported army unit sitting in Vienna. If just one of those nations were attacking, he'd have to retreat. But can he stay there if the attackers are evenly-matched; i.e. do they "cancel each other out," or do they simply not get to take the space but still force the lone occupant to retreat?

For another question, can you support a convoy move? I.e. a unit in Sweden supports a move to Norway from London via convoy?

If somebody goes into civil disorder (and never comes back) and is required to disband a unit, how is it determined which unit is to be disbanded? Is it just random? If so, how was this handled on the actual board game? Dice? Adjudicator discretion? Etc.

Why do we park on driveways and drive on parkways?

Is it ever possible for remaining players to hit a perpetual stalemate that can only be ended either with a draw or with a stupid mistake?

How to use Russia??
I was just wondering; in a game i am Russia and want to know a lethal defence on how to protect the North and South Borders of Russia so I can at least pull off a fight. If anyone knows a good strategy for when I am Russia please let me know.

The Welfare State
:::::::::::::'s much commented on behaviour struck me as an allegory for the Welfare State.

In php, many are trapped in a cycle of hand to mouth points dependency, secure in the knowledge that they can just wait for the next 100 points to bail them out without actually trying very hard to improve their own lot in life...

Is it time that we abolished the 100 points refresher for anyone still in a game, and all State Benefit Payments while we're at it... I fear that if we don't, these php points scroungers will never learn the value of a hard days diploming. What do others think?

Basically, this is an honours rules game where you can only communicate directly with a nation if you are in functional contact with the forces of that nation.

That means that only Italy and Austria can talk directly before the first move...

The one restriction is that armies cannot talk to fleets at sea, but fleets at sea can talk to armies on land;

fleets can talk to fleets, of course.We are all allowed one post in the Global each phase (Spring and Autumn), with retreats and placings counting as part of the relevant Spring or Autumn phase. Thus, a player can make only one post each named season. This post must be not more than 200 words, and must be a single post, not a series of smaller posts.

The penalty for breaking the above rules is a forced non-movement for one season. The guilty party may support and support/hold units but cannot move himself... (no women in here).

You may ask/answer questions regarding the rules but any other type of message in here will count as your seasonal post!

Beware, it is very easy to make the mistake of posting more than once...

Please make sure you check whether you are in the Global or not when trying to communicate with another player, even if that communication would be allowed between you directly because of your position.

As stated above, I invite Braveheart to add anything I have overlooked.

I knew I had missed something...

Please note:

a) a fleet in a coastal province cannot communicate with an army that is inland, but it can communicate with any unit in a neighbouring coastal province...

b) after a bounce, as the units involved did touch at the start of that season, they can therefore continue to communicate throughout the same season (reatreats, placings)... "subject to the limitations on armies communicating with fleets at sea and fleets communicating with armies inland".

This means that if, say, a fleet in the MAO is bounced at Brest by an army from Paris at the start of Spring 190X, they did touch in Brest and therefore the owner of the fleet can initiate communications with the owner of the army in Paris as if he were still in Brest. However, the owner of the army cannot reply as, even had he entered Brest, he would be trying to talk to a unit at sea.

Actually Flashman in your example above regarding the bounce in Brest I would interpret that as being that they can both communicate with each other for the rest of the season. As at the point of the bounce they both touched.

It's also not 100% clear for how long a bounce permits you to talk for. Consider bouncing with England in the Channel in Spring 1901.... the game will process the retreat orders immediately and move directly to Autumn 1902. At which point according to the above interpretation you would not be allowed to talk anymore as the season has moved on.

I'd prefer to leave it as you can continue to communicate after a bounce for as long as the board continues to show the bounce (the BIG RED CROSS). Which would in my example of the Channel bounce be until the Autumn moves are processed. i think this is fair and easier to interpret.

Sound reasonable?

Regarding your first post, you are saying that as they bounced at Brest, they would be able to talk - that interprets the bounce as both forces enetering Brest, albeit momentarily.

I am happy to accept that but we need to draw attention to this for all players.

Regarding the second post,

yes. It makes sense and is easy to apply.

I think the words touch and Brest should be used with more care in future...

We should inform the Senate.

Basically you can only communicate with a unit if it's possible for one of your units to move that space on the board. So a fleet on the coast cannot communicate with an rmy stationed inland. For example, a fleet in Marseille cannot send a message to Army Burgundy, but army Burgundy CAN send a message to fleet Marseille.

Phew... I was getting a bit worried that our rules were a bit weird.

But on the fleet\inland army side... can't you theorise that people could get off of the boat and reach the army (as I'm sure you could fit a jeep on a ship, let alone a fleet)...

The 70s? Hovercraft have been crossing the Solent since 1962!

I was referring to dedicated military vehicles...

The Cockerell stuff I knew, but not the Austro-Hungarian stat... impressive date. But you still have to wait some moves before you can claim it as legit.

Wireless telegraphy existed since 1896, and the embassy system since the 17th century. If you're going to ignore some historical systems of communication to make the game more interesting, there's no reason not to ignore all of them.

Hang on, the first submarine was invented in 1901- the USS Holland, and is now found in the Royal Navy Submarine Museum in Portsmouth. So technically, the USA can now communicate with anyone in this game. Not sure that's going to do anyone much good though...

Breaking News

Austria accused of going beyonhd the word-limit in his Global Post.

If this is confirmed, I believe the correct, just, fair and utterly deserved penalty is for him to not be allowed any moves this season. Supports, yes, but no moves. And, as this is an Autumn phase, no builds either!

I am going to count carefully... I will add to here soon.

I believe your original claim is correct though...

Everything after his Spring message counts. I did a physical, so I have to wait for confirmation, but I was conservative, I counted constructions such as Italy/Greece as one word each time.

Just noticed this post in the forum - stop your sniggering Flashman!!

I think we need to use Microsoft Word as the arbitrater in this discussion - only impartial way to do it. It's not like you get a massive advantage from posting 250 words rather than 200 anyway.

Although not specified I think the penalty should apply to the next season of movements - but not retreats/unit-placings. am sure i stated that in the first Touch rules.

e.g. you break the rules druing Autumn retreats... then the no movement rule comes into effect during the Spring Diplomacy period. This doesn't effect me either way in the current game but i think is the fairest way to judge it.

CD Problem
I am sure everybody notices a lot of guys going CD few days after signing up to the site. Mostly because they are new to Diplomacy and dont really care to invest time to learn it or just dont dig the game.

I was wondering if there would be a way to limit these newbies from signing up to the game?

Just like there is a Bet Amount option. Have another option that sets the minimum number of days/months a person has to be signed up before they can join the game.

Just a thought.

If unit a attack unit c and unit b support hold on unit a, while unit c attacks unit a with support from unit d, should it not bounce?
unit a doesnt go anywhere so therefore the support from unit b has effect?

Help me here
I'm in a game with matric 10657 - no problems there. The players all seem fairly new but OK again - but Mr. Matrix has 100 points - is playing 4 games and only joined on May 8. Just how is this possible? once again no accusations here I just want to know how you can play 4 games and still have 100 points?

i always forget if this works or not:

italy has armies in pie & ven
orders:
pie -> tyrolia
ven -> trieste
austria has armies in tyrolia & trieste
tyrolia -> ven
trieste support tryrolia -> ven

is the result a stand off? can ven cut tyrolia's support from trieste and defend itself from tyrolia in the same turn? i'm guessing yes, because tyrolia is able to attack ven and defend against pie in the same turn, right?

Can't enter game I'm a part of
I keep getting this message:
Error triggered: An order which should be complete is not..

This was probably caused by a software bug. The details of this error have been successfully logged and will be attended to by a developer.

The game is 'Who's On First', I joined taking over for Turkey that was in CD. It is unit building turn, and I should get to join one, but I can't get into the game (and it says that Turkey has already submitted orders, which means I assume I don't get to build)

Draw request for game "Low Stakes"

I know, the game isn't decided, but the player controlling Austria missed a couple turns which cost him the game, because there was an earthquake in his country, and because of this, Diplomacy wasn't the first thing on his mind. Due to this circumstance, I, as France, accept the draw.
