I think the intention is:
- Orders by default are submitted "Not Ready" (gray check mark), but players can set orders to "Ready" (green check mark) to allow the phase to execute more quickly. In either case, however, the orders are valid; there is no in-game difference between the orders.
- If all players set orders to "Ready", the phase will executed at the next game engine cycle (e.g., usually on the five-minute mark.) That will likely be well in advance of the line.
- Otherwise, the phase will end as scheduled. Orders will be executed as submitted; if players have not submitted their orders by the line, they will be marked NMR and no moves will be executed (if a Retreat Phase, any dislodged units will be disbanded instead of retreated.)
- For phases that impact only a few players (Retreat Phase, Build Phase), players not impacted (no retreats, or no builds/disbands) will automatically be set to "Ready"; only the players impacted need to submit orders.
