Dead Russia refusing to unpause

Game was paused because a dead country was banned. Russia refuses to unpause and wants a draw, although his last center was captured and his last piece was crushed during the spring moves. It is now fall, which technically means Russia is still alive, and therefore has to vote for unpause. Please unpause the game for us and while you're at it, spank Captain Tiberius.

Please unpause - country with no units banned

I was typing a message to France in one of my games, and the page refreshed in the background without actually reloading everything. Usually when this happens it's because it's opening java or some such thing. In this case, after the refresh, everything I was typing was capitalized. If I turned ON capslock, it typed normally. Not only that, but if I scrolled up or down rapidly, the page would try to reload 20 times or so.

Any guesses why?

I'm using Firefox 3.0.5.

i saw one of the mods post a forum a while back that was quite anti-firefox-ish. im guessing they're using it to bug systems that use anything other than explorer.

today its changing caps tomorrow...THE WORLD!!!!

I don't remember anyone ever saying that? Firefox was the most common browser used on this site last time I heard.

possible solutions (did a quick search on the web):
1) press the shift key several (5?) times in quick succession (if this doesn't work, try both shift keys at the same time) - (this may make things worse - in which case do it again to turn it back off - it's a toggle switch thing)
2) held down the right shift button (under enter) and press caps lock
3) select: Start -> Settings -> Control Panel -> Accessibility Options. The default panel that comes up will in fact be for the keyboard options. There you can turn off whatever happened to have been turned on. (Accessibility options can be turned on accidently (or on purpose) variously by holding certain keys down continuously for 5 or 8 seconds or by pressing the shift key five times in a row)
4) shutdown your computer and restart

I think you should do all of them at the same time - although it's quite possible the eight fans in your case may not be able to handle it...

I really don't know why you haven't gone to water-cooling yet.

Jacob: it's expensive.

Dexter, I've had those all turned off for ages... I hate all those accessibility options. The only thing that I can think of that might make a difference is that I JUST dropped a new Phenom II in my computer. I kind of doubt that's related though. Also, it hasn't happened again... maybe it is haunted.

New newbie question: NMR
If a player drops out, they default to all-hold, I get that. And eventually other people can Take over their country, I see that. My question is … how long? How many phases (if that is what matters) of NMR until the game is Joinable?

Rules question
When does a win take effect? I know that during the Autumn retreat phase a player is credited with any SCs he took during the year. Does this mean that it's impossible for a player to retreat into another's SC to prevent the win?

For example, let's say country A owns Rumania, and takes Budapest for the 18th center. Can country B retreat from Budapest into Rumania to stop the win (assuming it was a legal retreat)? Or does the "win" happen before the retreat phase?

Is the GM nowt but a computer?
With a game, the GM paused all the players without a /pause input from some players. A Global enquiry as to why this was so produced no response. Was the absence of a response because the GM is in truth a computer program? What event(s) triggers the program to pause a game without a request from all players?
