Simple answer, no!
You were in communication (of sorts), debating a deal. The fact that he didn't log in on time to submit his orders means that you were perfectly within your rights to move as you did.
He cannot expect that if he doesn't respond to your message, telling you what he thinks, before the turn is up, that you will hold on forever and do what he wants.
The sentence that worries me is this: "Most of the players were new so I don't think much negotiating went on before the first move - at least I didn't communicate with anyone."
Always, always, communicate! Your first moves are crucial - who do you ally with, who do you want to attack? Yes, go for the neutral centres, but as Germany, do you want to attack England, Russia or France? Are you allied with Austria?
Germany and Austria are the two most difficult and what I call 'press intensive' countries. By that I mean that you must write a lot and often to nearby neighbours to ensure that you get a feel for what they are doing and vice versa.
As for the English player, don't worry about it. Speak to France, and try and take him out! It's his bad manners, not yours, that are the problem.
