I can tell you that the tournament will use the rank-based scoring system that derives its name from the con: Carnage. Each game is worth 28,034

. If you solo, you get them all. If the game ends in a draw, then the players are ranked by center count, through order of elimination, as necessary. If you top the board, you get 7,000

. Second highest center count gets 6,000. Down to 1,000 for the lowest center count or the first person eliminated.
In addition, each player gets 1 point per supply center at the end of the game. These points essentially act as a tiebreaker. So, if you top with 10 centers, that's worth 7,010

Finally, if two players share a rank, they split the points for those two positions. If two guys top the board with 10 centers each, they each score 6,510

As for timing, etc., they frequently use drop-dead timing and a central clock at Carnage; however, this year's TD, Dave Maletsky, is something of a Luddite. My guess is each board will keep its own time.
All rounds will be open-ended, so if your game isn't done by the time the next round starts, you can either skip the next round or play on both boards. That said, I've found that games played under the Carnage system tend to be short. Diplomacy players are a pessimistic lot. Often, they'll vote for draws early because they're convinced that their score is as good as it's going to get.
I've had numerous games end in 1904 or 1905 and even won Best France at the 2011 North American Championship at Carnage with a measly eight-center board top in a game that ended by draw vote in Spring 1905.
