Can a draw be cancelled?
Say there are two players. One calls for a draw, but the other goes through with his orders one more time. Can he vote on the draw and pass it after the orders have been processed?

Convoy Rules
If a fleet is convoying an army and is attacked, does the convoy fail? Assume that the attack is by only one naval unit, so it does not win the territory.

A Royal Navy nuclear submarine was involved in a collision with a French nuclear sub in the middle of the Atlantic, the MoD has confirmed.

HMS Vanguard and Le Triomphant were badly damaged in the crash in heavy seas earlier this month.

First Sea Lord Admiral Sir Jonathon Band said the submarines came into contact at low speed and no injuries were reported.

Both the UK and France insisted nuclear security had not been compromised.

BBC defence correspondent Caroline Wyatt said the incident was "incredibly embarrassing" for the Ministry of Defence (MoD).

She said HMS Vanguard, with "very visible dents and scrapes", had to be towed back into its home base at Faslane on the Firth of Clyde.

The submarines are equipped with sonar to detect other vessels nearby but our correspondent said it might the case that the anti-sonar devices, meant to hide the submarines from enemies, were "too effective".

"This is clearly a one-in-a-million chance when you think about how big the Atlantic is," she said.

The two submarines are key parts of each nation's nuclear deterrent, and would have been carrying missiles, though both the UK and France have insisted there was no danger of a nuclear incident.

The two submarines were carrying around 240 sailors between them. A French naval spokesman said the collision did not result in any injuries to the crew.

Le Triomphant is based at L'Ile Longue near Brest, north-west France. HMS Vanguard arrived back in Faslane on Saturday.

France's defence ministry said in a statement, dated 6 February, that Le Triomphant "collided with an immersed object (probably a container)" when coming back from patrolling.

"The sonar dome, at the front, was damaged. This incident did not cause any injuries among the crew and did not threaten the nuclear security at any time," it said.

"The submarine came back by its own means to L'Ile Longue, escorted by a frigate, as it is the usual practice when leaving or coming back."

'Large ocean'

Nuclear engineer John Large told the BBC that navies often used the same "nesting grounds".

"Both navies want quiet areas, deep areas, roughly the same distance from their home ports. So you find these station grounds have got quite a few submarines, not only French and Royal Navy but also from Russia and the United States."

Politicians have demanded more information on the incident.

Lib Dem defence spokesman Nick Harvey has called for an immediate internal inquiry with some of the conclusions made public.

"While the British nuclear fleet has a good safety record, if there were ever to be a bang it would be a mighty big one," he said.

"Now that this incident is public knowledge, the people of Britain, France and the rest of the world need to be reassured this can never happen again and that lessons are being learned."

Meanwhile, SNP Westminster leader Angus Robertson has called for a government statement.

"The Ministry of Defence needs to explain how it is possible for a submarine carrying weapons of mass destruction to collide with another submarine carrying weapons of mass destruction in the middle of the world's second-largest ocean," he said.

The Campaign for Nuclear Disarmament described the collision as "a nuclear nightmare of the highest order".

CND chair Kate Hudson said: "The collision of two submarines, both with nuclear reactors and nuclear weapons onboard, could have released vast amounts of radiation and scattered scores of nuclear warheads across the seabed."

I read about this myself, and I can't understand why you think that's amusing? Those subs have massive crews, and had things not gone as they did lots of people could have died.
Moreover, this shows that our submarines are not as well-equipped as we had thought they were. You would expect a submarine with sonar to detect another one, especially if they got so close. Indeed, when I first read this I must admit the story almost sounds like a cover-up.
The CND bit is a little funny, if only because her view is so extreme, because it is quite obviously not "a nuclear nghtmare of the highest order" - nothing leaked, no nuclear weapons were fired, and the only damage was to the craft itself.

The idea of the subs bumping into one another is somewhat amusing, and clearly it could only have happened at low speed, so the risk cannot have been that great (the engineers tend to be rather careful).

Finally, that it has happened with no effect (assuming that that is in fact the case) makes it perhaps good news.

They didn't just happen to be in the same place at the same time. It must have been some kind of unofficial cat and mouse game, that ended in one brake cheching the other. That's what they do, go out and find each other while trying not to be found themselves

Some of you might have heard this (quite old) - a transcript of a radio conversation between a US Naval ship and a Canadian operator, off the coast of Newfoundland, Oct '95.

I love that one. I first came across it in a basic mathematics class of all places. It was written in the textbook, followed by questions about the directions, closing angles and speeds of the ship/lighthouse etc!

Maniac - these things don't explode from collision. You can get a pretty nasty radiation leak from the submarine reactors though.

I'd like to submit that there are probably some seriously gnarly precautions against nuclear leak, and that this is nothing short of hilarious. It sure sounds like the French boat was playing around with the English one, ran into them, got really worried they'd get in trouble, and blamed a "container".

That's HILARIOUS.

Oh, that one was very funny. If I remember rightly it had only just been delivered to the Canadians, and they were sailing with the hatch open. This caused water splash over the top, fall on electrical equiptment, causing a fire.

No, the issue that worries me here is not that there was a possibility of a nuclear incident (very unlikely) but that two allies crashed into one-another. As a Brit it doesn't exactly fill you with confidence when the remnants of our once great navy can't avoid their allies let alone their enemies. Still, at least the French didn't shoot a Patriot Surface-Air missile at us like some allies...

I'm sorry to point out that the incident you find very funny involved somebody's death (http://www.cbc.ca/canada/story/2004/10/06/saunders041006.html) but the one that we shouldn't be laughing about at all involved embarrassment for navy chiefs and some work in shipyards in Clyde and Brest, but no possible harm done to anyone's well being.

Well, it's good to see that Western Powers are responsible about their nuclear arsenals.... I hate to think of the publicity made of a similar collision between for example, Iranian and Indian nuclear submarines in a decade or two ;)

A couple of noob questions
Is there any sort of move simulator so I can see how various orders would resolve?

For the specific instance I'm thinking of, if there are fleets in Denmark and Kiel, which (if either) are considered adjacent to Berlin? I think Kiel is but Denmark isn't, but I'm not sure.
