To be clear, “well known” is not to the general public who almost certainly has no idea who this person is, but rather along the population of, e.g., relevant historians who would know this person and their reasons for fame.

So born in Greenland, the CSA or other secessionist state, a part of Mexico that was later annexed by the USA, a small island territory outside the Caribbean or a Central American nation

It would also potentially be in the Louisiana Purchase, pre-Purchase

Aristocrat, you might appreciate this: when I was settling on my pick, I anticipated that I might be asked whether or not this person was a citizen of the USA (presumably meaning at any point in his life). I spent a nontrivial amount of time reading up on Elk v. Wilkins, the Dawes Act, and the Indian Citizenship Act until I convinced myself the answer was "no".
