Nobody is allowed to shoot ghug

Dying D1 is at least a process that you get to be involved in yourself.

An N0 kill is basically pure fearkill without any chance to meaningfully involve oneself.

Yes, with the caveat that once the GM has acknowledged receipt of such an order, it cannot be recalled.
