Why can't you make bot games if you're timed out from real games?

Why can't you make bot games if you're timed out from real games?

I don't see why you aren't allowed to make bot games when you're unreliable and missed too many real ones. It seems like you wouldn't be inconveniencing anyone but a robot.

NMRing from a game is more serious than most seem to take it on this site.
