just speaking on game philosophy, lacking a regular night kill the angels only have 2 actual weapons.
A PA angel to alter scans on their own people.
and a Roleblocker to create confusion. The roleblock would not be used to generate clears, it would be used to create chaos and misdirection.

Why just spray around clears for the judges to kill? unless the angels have some egotist complex of being expert cop hunters. I cant really think of anyone with a big enough ego who thinks they would roleblock indiscriminately, in hopes judges would just cooperate and burn kills on who the angels want.

Knowing dip and war was with the angels, it seems pretty clear the angels were not working as a team to coordinate who died during the day.
