No. When you say "currently," I don't know if the borders of any of those countries has changed since 1886, but I'll add freely that he was not born in anything that is or ever was part of any of those countries.

So for birth places, we have:
-South America
-Africa (but not South Africa)
-Asia (but not China or Japan)
-Oceania (but not Australia or New Zealand)

Remember this is a native English speaker. My guess is that he is a British WWII (or maybe WWI, but not as likely given the birth and death years) person who was born in one of the colonies.

Were they born on the west side of the prime meridian?
ie, the US would be on the west side and China would be on the east side

Does this man's highest military rank correspond with NATO rank codes OF-8 or OF-9? For the British Army, these would be General (4-Star) and Lieutenant General (3-Star).
