I believe I have responded to this, but if I didn't, the normal Traitor mechanics across most Mafia sites I'm aware of, operated that the Traitor *cannot* NK or RB, and only gains access to either ability if they manage to get into the Mafia QT. So we simply used the rule as it normally appears.
