Once per phase Loom may shut down any energy source including other wisps. Loom lives in isolation in the Arctic, avoiding other wisps. He flees an encounter regularly. Passive Trait: (Negative) Easily frightened. Runs at the sight of others roll an 8 sided dice on a 4-8 he flees. Passive Trait: (Positive) Ancient, has additional mind meld, invisibility in winter, and ability to travel off world.

Yeah. The 1 worker per phase isn't devastating. Obviously would be nice to avoid, but not crucial.

Flicke - will the death of the worker per phase affect colony morale or councilor approval rating?

What would compel anyone to create such horrifying things?

Laser Towers - obv good, but 200 workers is a lot

Generator - same as mine. No overseer needed is good. Low worker req

Proposal Series 3.5 - Voting Rules

##Proposal 3.5.1a - Proposals must have at least 66% "yea" votes out of the total number of votes to pass.

I feel like we need to put some quantification on deciding what will pass. What are acceptable pass ratios to allow?

2:1? 3:1? 3:2? 4:2? 4:3?

I feel like 2:1, 3:2, and 4:3 are questionable, but I could go either way. 3:1 and 4:2 I definitely feel like should pass.


##Proposal 3.5.2 - Allow 1 "Executive Order" to be issued by the President each phase. The Executive Order must be issued more than 15 minutes prior to the end of the phase.

Also, unless something breaks midphase, I plan on selecting 10 workers to train as apprentice mechanics.

I suggest our Doctor do the same if his healing services aren't needed.

Tham, why do you want to increase the votes to pass from 50%+1? I feel like that would just stop anything from getting done if there’s even the slightest bit of disagreement.

I notice that it's not explicitly stated in Article I, but it's the de facto voting system we've been using, with the exception of crisis situations, which are laid out in Article I.

If that's the case, that's fine with me. I just want something in writing. I can amend Prop 3.5.1a if 50% is more agreed upon. I basically don't know how I feel about a 2:1 vote. Do you feel like that should pass?

Also, a surefire way to ensure that we're not terraformed is to research Mark IV Laser to get the Ion Cannon. If Uriah rushes it this phase, it will be completed at mid phase 4. We can target and destroy Battleship Branimir.

I feel like we're in a good place Tech-wise. No real pressing needs other than to survive.

I definitely want to explore other options for stopping the terraformation - our Turkish neighbors, the wisps, Ynbar, etc - but I think it's smart to have a guaranteed way to survive.
