I think the birthplace is the single most significant thing we can narrow down, since any of the tiny locations this actor could have been born can't have produced that many famous actors. I also think there's a greater than 50% chance that I'm right about Henry Cavill.
You are, in fact, right about Henry Cavill!

Born anywhere other than Liechtenstein, Austria, Czechoslovakia, Svalbard, Jan Mayen or Belarussian SSR?

Hopefully this narrows it down to the Baltic States at a longitude further north than Copenhagen.
The problem is if there are any extremely famous actors from the Baltic States, they would have come up with a Google search for Estonian/Latvian/Lithuanian actors.

I'm going to ask another question: was this person born in a location on this list? https://en.wikipedia.org/wiki/Dependent_territory

Conditional guess if the answer to both my and JECE's questions are "yes": Henry Cavill
That would be the 20th question, I think. You sure?
I'll make the question conditional on your question's answer being "yes", since I don't think there are any famous actors born in Svalbard or Jan Mayen.

So, if the answer to JECE is "yes": born in a dependent territory as per Wikipedia?
If the answer to both my and JECE's questions are yes: Henry Cavill

Born anywhere other than Liechtenstein, Austria, Czechoslovakia, Svalbard, Jan Mayen, Norway or Belarussian SSR?

Hopefully this narrows it down to the Baltic States at a longitude further north than Copenhagen, or it at least eliminates somewhere that we haven't thought of.

Edit: added Norway

The QM humbly suggests asking another question.

If its a Dane, on the ground that his tiny island is not shown an extremely small scale map, I will barf. No specific locality is shown on such a map. Denmark has been clearly excluded, in my interpretation of the answers.
I just thought of a place that I can't believe I didn't think of before: the Faroe Islands. However, I don't think there are any famous actors from there.

I'll wait until the answer is discovered before I pass judgement. If the answer had been Nikolaj, my issue would have been that his birth island is also not on the green Wikipedia map of Europe, which is the established standard for defining continents in this game.
I believe that the Faeroe Islands are in fact colored dark blue on that map, though the three little specks that I am referring to don't look much like the real archipelago.
Good catch.

The Afroeurasia question at the start of this game did not come with a "green box" clarification.

I did push for interpreting "marked as dark-blue" as a reference to the countries listed as dark blue in the legend of the map . . .

No. Again, you are looking for someone who is significantly more famous.

No, but a very good try. You're looking for someone at least as famous as him.

Arnold is also too old. As is Christoph Waltz.

I want it to be Arnold Schwarzenegger, but he won an Emmy.
He is also a famous politician, but I checked anyway a few minutes ago and he is not from the small part of Austria that hasn't been eliminated yet.
And he's too old.
