While it is possible that Machiavelli was being sarcastic, it's also very easy to read him as having been dead serious.

Nice! My degree is in Political Science, and we read "The Prince" as part of our political philosophy course. Macchiavelli gets a bum rap from those who say he was an immoral schemer.
