That's incorrect. Turkey and Greece don't have an agreement to determine where belongs to whom. The continental shelf is bordering to Turkey but it's seas are limited due to an island named Kastellorizo, who belongs to Greece. You should see the map if you want a better understanding of the situation.

Turkey claims that this zone belongs to it because it's bordering Turkish mainland. Greece claims that this zone belongs to it because it's bordering Greek island.
