- He notably held a political office in France. (Any iteration of the French state counts.)

I don't think we know that. I think the point was that Guizot was PM.

Even if my guess is wrong, I strongly suspect this is someone born within modern France who isn't normally associated with France. The fact that every France-related question has been answered with a "no" is suspicious.

I wanted to guess one of several Princes of Monaco who fit the bill, but they are all both "French" (born in Paris) and "members of the nobility" (princes).
