You typically can't exchange places with units, but I was wondering if the engine treats those as three distinct places for fleets. I don't think this situation can happen in regular Diplomacy.

Not at the same time, if that's what you're asking, the units would bounce.

If you are just trying to rotate one fleet in two steps, that's fine.

Your question states Scandinavia, which is not a territory. Or are you looking at a World map perhaps?

In any case, the DATC testing shows this "coastal crawl" is not allowed. I refer you to test 6.B.13:

(I can't guarantee that #testimage213 on the end will get you to the right spot, but it worked for me.)

It takes three units to swap positions.

For example, F Spa(nc)-Por, F Por-MAO, F MAO-Spa(sc).

Or, A Spa-Por, F Por-MAO, F MAO-Spa(sc).

Or even A Spa-Por via convoy, F MAO Convoy A Spa-Por, F Spa(nc)-Por. (Still using three units even though only two are moving.)
