There is a known issue that disbands do *not* match the DATC or the original rules.

From the order log, it appears Russia placed an order to disband STP -- how did you confirm he was in civil disorder? I just finished a game where I thought someone was in CD but he came back in right then and put in moves and played the rest

It's really tough to tell Dan. But if he hadn't disbanded St. Pete, you would have had to support a move in there. I would have risked moving to Warsaw in the hopes that you didn't cover it, and if it worked we would be past the stalemate line we ended up at. It may have been a two way, or it may have been a solo or it may have been a three way, with you only having a center or two left. It's hard to tell.

But that WAS a pretty good game. Italy frustrated me when he wouldn't build fleets though. That was his death warrant.
