That depends upon the players. On this site, we use Civil Disorder rules and it's common that at least one country goes into Civil Disorder in any given game. Corner powers, in particular Turkey and England, benefit from this. So do France and Russia, but not as much. The central powers usually end up hurt by Civil Disorders because they can't devote enough units to take advantage of the CD centers without opening themselves up to attack on their other fronts... so the Witches and the Bitches gain units disproportionately often.

In play-by-post games where Civil Disorders are not allowed (i.e., where missed orders are waited on until somebody else joins the game), France and Russia fare better and Turkey actually ends up with a somewhat short end of the stick.

I don't care if it wins more on the site, Turkey is the most boring country to play as.

If any country was more powerful than any other country, the humans would just use diplomacy to automatically negate that. Any physical advantage is canceled out by a diplomacy disadvantage so the game is always fair.

Centurian's thoughts is the ideal, but unfortunately humans don't just use diplomacy to completely balance the game. Some countries like Austria are easier to take out for the others' benefit, so they tend to go off the board more often. France is a bother to kill so usually they always succeed in finding allies to survive.

as turkey, its just very easy to stay alive for a good amount of time. i havent seen it actually win that much more often than the other countries. your also pretty limited in options.

I have generally found** that I win most often as France, and second most often as Germany. France is a very good country to get, because you are pretty much guaranteed two builds in the first year (no-one can really stop you taking Spain and Portugal). No other country has this advantage. I do enjoy playing Turkey as well though, although I've not once been given Turkey on here, yet.

Turkey shouldn't really win unless they are lucky because it is so difficult for them to circumvent stalemates

i think austria as in the worst position not only because turks russsians and german want to get it right from the beginning but also cause even if they get lets say rum bul gre they cant really build units cause they constantly have to fight for vie bud triest and usually at least 2/3 of them are occupied

i think england is by far the favorite country to be...

italy is the best.

If Turkey and Russia work together to juggernaut while somehow convincing most (or all) of the other countries to fight each other, Turkey can be very fun to play.

Oh goodness, this conundrum...
Yes, Austria gets taken down early and Turkey may have difficulty expanding, but then anyone could make that argument that any country has its own advantages and disadvantages. Come to think of it, Turkey starts out very near to a supply-center rich Balkans, and once Austria survives through the early game its central position allows it to take any direction it wishes to take. Similarly, there are people who root for England and Russia is by some polls the most successful power, but Russia has a hard time concentrating its units initially whereas England requires a constant supply of convoys and a delicate balance between fleets and armies, something I have not yet been able to master.
So, take your pick. Turkey is not a bad power, persay. Yes, it has the nickname of "Sick Man of Europe", but as time passes players' strategies change. Maybe Turkey might be the most successful nation in Diplomacy again in turns of wins. Who knows.

Fun for Turkey to play, but fun for Russia to win.

I have calculated the Ghost ratings of the various countries, and Turkey has a strong lead.
