Wombat has agreed to receive the information and I will make this clear as soon as the Game starts. All he needs to do is wait until all seven have declared their Capital and then he will put the list on the Global Tag.

There can be negotiation as soon as the countries have been assigned and the declaration of Capitals can be as late as the last minute of the first (Spring) phase - depending on when the last one is received. This means that choice of Capital can be part of the initial negotiations, as well as treaties etc (ie: 'You rescue me from vassal status and I will rescue you').

As an addendum: I have chosen to allow the choice of Capital to occupy the whole of the Spring 1901 turn because until armies actual move, War has not quite begun.

As this is the first time I have tried this variant we need to experiment.

Guys, I'm not playing in this - but just as a suggestion - maybe you need to have a procedure that requires 'vassals' to finalize and submit their turns for review by the occupying power?

Just to avoid mistakes in the moves - which do happen accidentially, but can also be intentional :) - and it is impossible to know for sure whether it was an honest mistake or a trick.
