I tend to agree in principle, but in practice it really depends on the person.
As any given country, I'm demanding DMZs through 1901 by default or, in a couple of cases, telling people that I'm moving to x province and that they can block me out or let me in. But I usually offer some kind of reward for following through -- assistance to a neutral SC or even an alliance if someone else is a jerk.
Generally, by country...
England: DMZ English Channel; reward with assistance into Belgium via North Sea fleet (unless France/Germany agrees to let me in!)
France: DMZ English Channel, DMZ Burgundy, DMZ Piedmont; if I can assist into Belgium I usually do, but I usually prefer to pick an ally during 1901 builds and allow them to have a say in what I build
Germany: DMZ Burgundy, some resolution of Tyrolia (DMZ if Austria/Italy are allied, bounce if they're not), DMZ Prussia and Silesia; for France, the offer of a DMZ is good enough, Italy and Austria are dissuaded from fighting, and Russia gets Sweden if it abides by those terms.
Austria: DMZ Tyrolia, bounce Galicia; most Italy players like the DMZ as is, and Russia will settle for a bounce usually.
Italy: DMZ Piedmont, Tyrolia; France/Austria usually take the DMZ as is
Russia: bounce Black Sea; Russia usually seems to have to accede to other countries' demands in my experiences
Turkey: bounce Black Sea; I swear there's nothing to do diplomatically as Turkey
As for Sweden: Germany moves to Denmark, and in doing so I feel is obliged to state explicit terms in Spring 1901 to Russia. These terms must be fair to both; no terms, and Russia laughs in your face, too many and Russia decides peace with you isn't worth it. I usually just demand DMZ Prussia/Silesia, peace in Scandinavia, and make a sweet request that he stay out of Galicia (whether by bounce or otherwise).
