I ask because in a current game of mine, a 3 SC Turkey is just support holding in the corner, refusing to even look at open SCs on his borders and I'm wondering why. Why not try? For me, the game is fun, and it's not fun to sit and hold. In another game, I was France and my last SC was Portugal. Italy could kill me any time he wanted to, and I just kept attacking him in Spain, even capturing it for one season. Better to do something than nothing, ya?

So what I'm asking is: What strategy do you guys follow when you're too weak to affect the game?

You are very very rarely too weak to affect a game ( I would say never but clearly that's not true, eg if you're surrounded by one player).

Turkey may well have a plan, or he could just be a new player

Well I agree you can always do something, but this seems to be perceived inability. He has a fleet in Black Sea and hasn't even tried for an empty Sevastopol for years. What kind of Turkey doesn't go for Sevastopol? It's gunboat, too, so it's not like he can have a secret plan in the works with someone.

That is strange. When I find myself in that situation I usually try to work out some sort of deal with one of the dominant players. I might not be able to do very much but I can basically act as an extra unit for them. Either that or I just try to make moves on the off chance (sometimes very far off) that someone might do something unexpected or make a mistake. And if I have the chance and no one wants to work with me, I'll just be as much of a thorn in the side of someone as I can.

I was going to say that I know a guy that would try and spread lies and deceit to turn everyone else against each other. I wouldn't do that myself of course.

No, I trust Turkey to be legit. I just think it's ridiculous and it got me wondering what other people do. My first response is generally "Go crazy and attack people" when I think I can't do anything but sit.

Well, being defensive and surviving is far from a bad idea - do that and you live to fight antoher day when who knows what will happen.
