OK, here's my count of what countries Thucydides has played:
England 4, France 6, Italy 4, Germany 3, Austria 3, Turkey 4, Russia 10, for a total of 34. So yeah, that is about a third of the games (which would be closer to Russia 11).
What is the probability, assuming random assignment, that in 34 games a given person would receive at least one country at least 10 times? Well, that is complicated to calculate, so I'll calculate something smaller but easier: what is the probability a given person would receive Russia exactly 10 times? I get about 1/87. So one can see why Thucydides is suspicious, but with 12245 registered players and 4916 games, it's not surprising that this has happened some time.
