To be honest, OP's link isn't very helpful IMO, but I googled.
As a Dutch guy, I'll say that I've never seen a fietsstraat and don't really see the appeal because apparently cars are allowed on them as well.
Moreover, if it ain't broken, don't fix it.
We have cycling paths wherever you'd reasonably expect them, in enough cases completely seperate from the roads, and otherwise large enough to not make you feel like it was a close call every time a car drives by, as I'd be thinking if I were on a bike in, say, London. Quite frankly I think this works better than fietsstraten, which can be used by cars as well.
