It's the only revenge path available. As to who wrote that rule, it's not a rule. It's a suggestion. If you want to go for Belgium and Norway in year one, open to Norwegian Sea and North Sea, and move your army to Edinburgh. That way, you at least guarantee Norway even if Russia moves Moscow up to St. Pete. And if they don't, you can convoy to Norway and still go for Belgium with North Sea. Opening to EC, however, means that France isn't able to go get Spain and Portugal and establish enough of stable defense to hold out Italy and Germany. It is, in sum, a hostile maneuver against France, whether you actually go for Brest or not.

Given that, especially in a gunboat, an English move to EC is a hostile move on France, I think it's perfectly justified to punish England for so doing. Let's put the shoe on the other foot, for a moment. What do you think of a French move to EC? Pretty hostile to England, no?

Hey, if I was still alive, I wouldn't have brought it up. I didn't post a link to the game. I just wanted to get it off my chest why England was my target, so perhaps in the future, England could realize that opening to EC without first making an agreement to do so is going to piss off any France, and thus why it's really bad in a gunboat game.
