A better Fall 01 move for Russia might be St. P - Sweden convoyed by GoB. Then move to the Baltic in Spring 1902, for a supported attack on Denmark. (Or attack Den from Swe+North or Swe+Skag, and use Baltic to cut Kiel's support.)
The bigger concern is how you get England to accept this. Once Germany is done, how do you split the centers? Perhaps Bel/Munich for France, Berlin/Denmark for Russia, Kiel/Hol for England? Where does England go next? He has to attack either France or Russia, right? He won't be in a particularly strong position to do either, and he won't have an ally; it would be much easier for France and Russia to squeeze him out entirely.
One rather contrived option is for Russia to get Norway/Sweden, France to get Bel/Holland, and England to get Kiel/Berlin/Munich/Denmark (maybe Den could go to Russia); that way, England has a foothold on the continent, and can move against Austria. But it would be an awkward position to play, very vulnerable to a stab from either side. England would be effectively playing as Germany, having given up her own strength as a corner power.
Don't get me wrong; if France and Russia can convince England to do this, it's a _great_ position for them. But I think you'd need an inexperienced England to not see what was coming.
