keep in mind Debka file is an israeli psyops operation... it is staffed with former mossad agents and is a well-known source of psycops, intel, and talking points that the israeli intel community wants disseminated...
with that said, not ALL their stuff is full of s***.
in this particular case... a few 'between the lines' items jump out at me personally.
1. Al Qaida is Sunni, Hezbollah is Shia - so no love lost. they do NOT work together, and they disagree with each other vehemently. Hezbollah considers itself a national 'freedom' fighting operation (one can argue for/against this but note i talk about what THEY consider themselves), Al Qaida wants islamic rule world-wide (or at least the Middle East)... so off the bat, they are not 'allies' nor 'friends' by any measure.
2. This conspiratorial article (by the way, much reminiscent of the lens through which many Arabs also view political events) goes out of its way to connect this to a 'weak' Obama administration. at this point, there is no secret that hard-right Israelis (including Debka file readers/writers) have open animus against Obama. I almost promise you this story-line will make its way to Drudge, then maybe to Limbaugh and the rest of the VRWC and the Faux Noise crowd within a few weeks, and it'll be the new talking point of the right against Obama's nat. security credentials.
3. I personally would predict to you that Israel will attack either Lebanon or much less likely Syria before August of 2010. this article feeds the narrative (also stated by Israeli FM Avigdor Lieberman today or yesterday) that Harriri (the Lebanese western-oriented PM) is a tool of Hezbollah. If Israel makes such an attack, it needs to have some sort of plausible cover as to why the Lebanese gvnt is no different than Hezbollah...
but anyways... this is my quick analysis in response to your question... and in the end, even if the story is based on some grains of truth, in the end, Debka file reports should be seen for what they are... pointed and orchestrated psyops propaganda pieces intended to build a narrative.
