The system was re-set so that country allocation looks at previous record. Therefore, if you have been light on, say France, you are more likely to get France in a new game. A matter of probabilities.
However, I found that I was stuck on Germany for a long time and have now moved on to England. I believe this is because the probability assessment does not take into account games that are unfinished. So, having being designated as needing Germany, I was given Germany again and again and again. I had games paused as Germany; none of the others finished quickly, so I was still being dealt Germany.
Now that most of those games have come in, I am being dealt a consistent hand of England, England, England.
This raises the intriguing possibility of waiting for France or Turkey to come along and then starting as many new games as possible while my sign is in the sky.
I might be wrong, but the explanation fits my data.
