If you have no allies! Good grief! Turkey has loads of people to speak to in the first year or two. In order of priority:
1.) Russia - Obvious really, but do you want to ally against Austria, attack him, be attacked, or declare neutrality. If the latter, look at demilitarising (DMZ) the Black Sea, or set up a bounce (Tur: F Ankara- Black sea, and you tell/agree with Russia you are doing this, and he orders Rus: F Sev - Black Sea). If you are going to attack him, you need to talk to Austria. But early opening attacks against Russia usually involve moving A Smyrna to Syria, Fleet to Black Sea, and A Con to Bulgaria.
2.) Austria - Again, obvious. A good ally against Russia. Division of the Balkans is a good start. See if you can get two, and offer to go west by building fleets to take on Italy. If you are attacking Austria, then look to get your fleet(s) into Greece and round into the Adriatic, possibly with Italian co-operation. Try and encourage Russia to bring an army into Rumania so it can support you into Serbia.
3.) Italy. A useful ally against Austria/Russia. Can be relied upon to stab Trieste, get Greece, but get no further (generally speaking), leaving you, if you play your cards right, to pick up most of Russia/half of Austria. If attacking Italy, then you need fleets, fleets and yet more fleets. So in other words, you probably need to ally with Italy first, and then stab him later once you have most of the Balkan centres.
4.) Germany/England. Why aren't you speaking to these chaps? Both have a role to play. In both cases they can attack Russia, or if you are being attacked, tie up a lot of Russia's northern units meaning that you have less to deal with.
5.) France. Less obvious, way across the other side of the board, but! What happens if you and Russia are allied, but Russia is being attacked by Germany and England. France can be your ally by attacking the Germans and English, taking pressure off your ally and you. Also, if you are being attacked by Italy, or Italy is just being plain obstinate, then recruit France, agree to divide up Italy between you and then DMZ the area.
So, all in all you need to speak to EVERY PLAYER ON THE BOARD. I cannot emphasise this enough.
Your individual moves - actual orders - will depend on which of the above scenarios you think might be appropriate. Hope that helps!
