So the rules are simplified as:

Supply centers generate taxation each year ($30K for home centers, $15K for neutrals, $5K for enemy home centers)
Units cost upkeep to use (each unit not in a home center at the start of a year costs $20K for the year) otherwise you must hold for the year.
New Units cost $75K to raise.

Bonds can be sold to investors, with a 10-year plan - paying interest at a set % every year. (there are 7 players as investors who start with $200K each) Governments may set a maximum interest rate they are willing to pay and number of bonds they are willing to sell at public auction.

Investors will decide what level of interest they are willing to accept, bidding with the lowest getting the bonds...

No, this is still classic game just with special rules as in there are no coding changes and technically cheating could happen but the person who set up the game is also a mod and will fix players orders if they cheat by not holding for the year when you can't pay for that army's upkeep.
