from my experience there are a lot of douches on php, as everywhere, and nothing will be done about it unless theyre multi-accounting. so my advice is just to try not to get too worked up about it.

Murk, you're exactly right. Trying to get a solid live game is already stressful enough, when a player threatens to ruin the game if he's not treated nicer (read: if he's not allowed to win), it just gets out of hand.

All but one player ended up going CD and it defaulted the win to him, kind of lame.

I had a game recently where one player (I won't mention them because the position put him under a lot of stress so they may have been justified) typed some angry messages, to both me and my main ally. It wasn't punished officially, but I was able to use the event for a long time in the future as leverage to prevent a break up of my alliance.
If you think someone is out of bounds in messages, deal with it on the board. If they are as bad as you say, everyone will agree and they will be eliminated quickly.

Maybe that was his intention! That raises a new question... is it a valid tactic?

Cursing isn't the main issue I think, it is the not finalising out of spite. I sometimes don't finalise, but it is always because it is a fast game or because It is a period of intense negotiation. If you tell everyone that you are not going to finalise to annoy them then you are misusing the site.
Still, as I said before, it should be dealt with at the board.

Finalize with a Z is an americanism, finalise with an S is the British spelling.

You do not need to finalise. Simple as that. One hour phase lengths means one hour phase lengths. Sorry guys.

On another occasion I might agree - finalisation is, after all, a way to speed up the game and isn't compulsory. But when all seven players join under the impression that the phases will be much shorter, its certainly unfair to refuse to finalise. It's not illegal, but it's not fair on the other players.

@Glorious: finalization is the original British spelling (and most accepted up to about 1990). In fact the belief that "z" is an Americanism is relatively new and has contributed to most people falsely believing that an "s" should be used. In fact, "s" is a French-ism.
