AG, according to rule 11: Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made.

So you can only vote aye for the active proposal.

Okay, I have a proposal to put in the queue: "Due to our amazing enfort in this game, all current active nomic members will recieve a 100 nomic pointz end of july bonus."

Hopefully that brings this game even closer to being Congress.

ezra: I propose that Nomic Penalty Pointz (NPP's) be given to players who are not active for 24 hours. The amount given to said players is 10 NPP's. Players with NPP's may not win the game until all NPP's are removed. To remove an NPP a player must either pass one rule or one amendment (each removing exactly one NPP). Alternatively if over half the majority of Nomic Members decide to, they may vote to automatically take away X number of NPP's from a player.

Proposal for the queue:

Any member that proposes a rule that is deemed as redundant by a simple majority of nomic votes among those who voted (meaning that if there are 30 members, but only 3 vote, then 2votes are enough to deem the rule redundant) gets docked all of his pointz and those pointz are split evenly among the rest of the nomic members. In case of uneven splits, the pointz will be rounded up (i.e. 15 to be split between 14 members would result in each member receiving 2nomic pointz). The vote for determining whether a proposed rule is redundant can run in parallel to any other vote and has an expiration time of 12hours.

Or in other words, guak proposes a "we can steal your points if you are so foolish as to propose anything" rule.

@semck: it is just a rule to prevent people from making proposals that are redundant. As our rule list increases this will be more and more likely to happen.

Rules in Place:

1. No Dice Rolling
2. First player to accumulate "exactly" 500 nomic pointz wins
3. The winner can only win on a BST weekday
4. The current players are to be tracked.
5. All proposed new rules, proposed rule changes, or proposed rule deletions require a simple majority (more than half) of those playing, in order to pass, with the proposer automatically presumed to vote in favour unless they state otherwise.
6. Current Players are referred to as Nomic Members.
7. Game is not turn-based.
8. To be a Nomic Member, new players must have backing by at least one Nomic Member.
9. Each Nomic Member may only propose one rule change / amendment / deletion per hour.
10. Any rule, amendment, or deletion proposal that has not passed within 24 hours of being suggested becomes rejected automatically.
11. Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made. Furthermore, we are resolving open proposals or amendments by a queue, and ghug gets 10 Nomic Pointz.
12. Nomic Pointz can be accumulated through +1's on this thread.
13. All Nomic members whose username does not start with a capital letter gains 50 Nomic Pointz.
14. Rules can be queued, but each person is limited to 1 rule in the queue.
15. If a player has not made a post in the last 24 hours, they are added to a list of inactive players. When a player is in the inactive list, they do not count towards the total of players currently in the game. To cease being an inactive player, the player must simply state that they have returned from inactivity. If a player has been inactive for 48 hours (i.e. has not made a post in the last 72 hours), they will be added to a ‘suspended’ players list. When a player is suspended, they are treated under the same conditions as inactive, with the following change:
Instead of being able to state that they have returned, they must ask to re-enter the council floor, which will prompt an immediate vote from the active Nomic Members. This vote requires the normal simple majority to pass, and if passed, the player is immediately re-added to the active Nomic Members list, making them count towards the vote total, and allowing them full voting privileges.

Semck: There should be a President of Nomic. The President will be elected on a weekly basis, election to be held on Monday (GMT) in parallel with any other voting. Initially, the President will have no additional powers or privileges, but additional rules can ascribe them to whoever is the sitting president by referencing simply "the president."
Squigs: All those that vote "aye" on this proposal while it is active and has not yet passed receive 25 nomic pointz. All those that vote nay on this proposal lose all of their nomic pointz. All those that do not vote on this proposal miss out on this wonderful opportunity for pointz. By making this proposal, Squigs44 is automatically voting "aye". If this proposal passes, it also gives Squigs44 an additional 10 nomic pointz.
ghug: Amendments and deletions may be added to the queue. A player may not make a new proposal if a proposal he has made is already in the queue.

nomic pointz can be earned through playing diplomacy on webdiplomacy.net in games - henceforward called "nomic diplomacy" - with the following specifications:
a) the game must contain "nomic" in its name.
b) all players must be nomic members at the start of the game. if a person only becomes a nomic member during the course of the game, this game doesn't qualify as a "nomic diplomacy" game.
c) a link to the game must be posted in this thread as soon as the game has started.
d) the specifications of the game (pot size, map, ppsc/wta, phase length, anonymity et al.) are entirely up to the nomic members in that game.
e) a game of "nomic diplomacy" is worth 60 nomic pointz, which are to be distributed evenly amongst the parties involved in the draw, or given to the winner. being defeated results in a loss of 10 nomic pointz. a survive doesn't affect one's nomic pointz.
f) any sign of meta-gaming (cutting the draw so a nomic member doesn't win nomic because of that game ect.) will be reported to the mods of webdiplomacy immediately and, in addition to on-site measurements, will result in a permanent ban from the game of nomic. if a situation isn't clear, the mods of webdiplomacy have the last word.
