We can amend it with the simple phrase "without a clear, fair and dicumented reason" and extend the phase (whether we pass it now or repropose later, I am not sure)

i think it should be changed before being passed, just to ensure noone gets caught out. definitely strongly in favour of sorting this out asap, before anything else.

interestingly, i was thiking, a 'no vote' and not voting are the same, consequentially - the only thing that matters is a majority of yes's. i think that's a problem.

a no vote should have more impact for a rejection that simply not voting, but with the 50%+ criteria of all eligible voters it doesnt'.

I'm going to vote nay on Vashta's version of this proposal. I think it can be worded much better. Passing it without fixing the language just invites trouble.

Hopefully that's a concern that dealing with lurkers will deal with. I'm open to ideas though.

Since in all likelihood this version of the proposal will not pass, I will work on a different worded version of this proposal that does not cause such harsh penalties.

I propose (for the queue) that Novic Penalty Points (NPP's) be given to players who are not active for 24 hours. The amount given to said players is 10 NPP's. Players with NPP's may not win the game until all NPP's are removed. To remove a NPP players must either pass one rule or one amendment to get ride of one NPP or if over half the majority of Novie Members deside to. They may vote to automatically take away X number of NPP's from that player.

I personaly love this idea because there is so much you can add to it later on in the game. Other way to get or remove NPP's. This will I think make the game more exciting.

That doesn't help with the issue of lurkers making it difficult to pass anything though.

I propose to add the following to the queue:

Inactive Members Bill
Due to the current state of inactivity among several Nomic Members, there have been issues passing perfectly reasonable bills, and keeping the game progressing as intended. As such, I am proposing the following:
If a player has not made a post in the last 24 hours, they are added to a list of inactive players.
When a player is in the inactive list, they do not count towards the total of players currently in the game. To cease being an inactive player, the player must simply state that they have returned from inactivity.
If a player has been inactive for 48 hours (i.e. has not made a post in the last 72 hours), they will be added to a ‘suspended’ players list.
When a player is suspended, they are treated under the same conditions as inactive, with the following change:
Instead of being able to state that they have returned, they must ask to re-enter the council floor, which will prompt an immediate vote from the active Nomic Members. This vote requires the normal simple majority to pass, and if passed, the player is immediately re-added to the active Nomic Members list, making them count towards the vote total, and allowing them full voting privileges.

That's my corrected version of the Lurker's proposal with language that I believe should work for all parties?

I guess there should be a clause in my proposal about it being retroactive if people want that.

Sure, we can do something about announced absences. Would we want that as part of the main bill, or as a separate one?
