All amendments that are proposed will be put in a queue. This queue will be seperate from the rule queue, and takes priority over the rule queue. However, in order to be an amendment, the amendment must relate to the rule it amends. If a nomic member feels that is does not relate, I vote will be called for to determine if it should be placed on the queue or not.

I vote nay, as we already have amendments on the queue and that should work fine once we fix the 24 hour problem.

Does this rule mean that the amendment queue will be effectively used to eternally filibuster the new proposal rule?

It's both. Even with lurkers dealt with, if the queue gets at all big the things at the end will never make it to the front in time. We need to pass the lurker rule and my 24 hour amendment and we should be fine.

There is a time problem for sure. Each proposal should get its own 24 hour clock.

Do we have an actual proposal in the queue to deal with lurkers? Otherwise I can begin drafting one since I temporarily removed my 'revise' proposal.

i think it is necessary, and as we're not under any hurry at all, pretty reasonable.

Rules in Place:
1. No Dice Rolling
2. First player to accumulate "exactly" 500 nomic pointz wins
3. The winner can only win on a BST weekday
4. The current players are to be tracked.
5. All proposed new rules, proposed rule changes, or proposed rule deletions require a simple majority (more than half) of those playing, in order to pass, with the proposer automatically presumed to vote in favour unless they state otherwise.
6. Current Players are referred to as Nomic Members.
7. Game is not turn-based.
8. To be a Nomic Member, new players must have backing by at least one Nomic Member.
9. Each Nomic Member may only propose one rule change / amendment / deletion per hour.
10. Any rule, amendment, or deletion proposal that has not passed within 24 hours of being suggested becomes rejected automatically.
11. Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made. Furthermore, we are resolving open proposals or amendments by a queue, and ghug gets 10 Nomic Pointz.
12. Nomic Pointz can be accumulated through +1's on this thread.
13. All Nomic members whose username does not start with a capital letter gains 50 Nomic Pointz.
14. Rules can be queued, but each person is limited to 1 rule in the queue.

Proposal Queue:
ghug (Proposed 11:58 PM PDT on July 31): I propose that rule 10 be amended to start the 24 hour clock at the point when a proposal reaches the top of the queue and becomes active rather than when it is actually proposed.
